How a French SME should choose an AI agency in 2026

A buyer’s guide from Azinove: generate versus integrate, the questions worth asking, and which kind of firm fits which need — plus a ten-agency landscape built only on public, checkable facts.

How a French SME should choose an AI agency in 2026

France’s “AI agency” market mixes three different jobs: studios that ship assistants and content, integrators that connect AI to an ERP or a management tool, and consultancies that frame a roadmap without building the system. Mixing them up is expensive. This is not a podium. It is written by Azinove — a software and AI team in Strasbourg, usually called when reliability and the regulatory frame weigh as much as the demo — to help an SME or mid-sized firm name the need before signing.

We leave out the large CAC 40 data consultancies (Artefact, Onepoint, Sia Partners, Ekimetrics). Quality is not the issue; their model targets large accounts. The landscape below is limited to firms that actually accept an SME ticket and pace. Prices, headcount and quantified cases appear only when they are already public. When a firm publishes nothing, we write “not published” — including for Azinove.

The questions that decide, before the vendor

An agency landscape is a map. The decision sits in a few questions too many tenders skip. We put them in this order because the answer changes the type of partner, not just the name on the quote.

  • Do you need to produce text, or to move data? An assistant or automated drafting belongs with a generative studio. Removing double entry between invoicing, the CRM and the ERP needs an integrator. The two combine, but rarely in the same profile.
  • Will the partner refuse work? If every idea “can be done in AI”, the risk is not technical: it is a POC that never reaches production. A reasoned no is a seriousness signal.
  • Who executes, and where does the data live? Ask for named people, not an anonymous network. Since 2026, hosting, GDPR and the AI Act (transparency, art. 50, applicable on 2 August 2026; high-risk Annex III on 2 December 2027) are no longer an optional chapter.
  • What is the first useful deliverable? An SME rarely holds eighteen months with nothing visible. A milestone in a few weeks beats a target architecture eighteen months out.
  • Is the evidence public? A named reference, a review, a quantified case. A total absence of anything checkable does not forbid working with the agency; it does mean the pitch should be treated as a pitch.
  • Is pricing on the site? Publishing a range owns an entry condition. Publishing nothing keeps the asymmetry for negotiation. That is neither a fault nor proof of quality.
  • Who owns the code and the data on the way out? Ownership of the deliverable, reversibility in writing, the right to stop at a milestone and keep what was produced. A vendor sure of its value does not need a lock-in clause.

Generate or integrate: the first cut

Generative AI makes an answer or a document: an assistant, an email, a product sheet, a conversational agent. Automation moves information that is already true through your tools — invoice, quote, file, reporting — without retyping it. An SME that wants “some AI” without deciding this point often buys the wrong contract.

“Generativist” studios belong on a first assistant or an editorial chain. As soon as the subject is Odoo, an ERP, a field-work portal or a reminder flow, the test flips: you need someone who can read the existing data model. That is an integration skill, not a prompt.

Delivery agency or consultancy

A consultancy frames: strategy, data governance, acculturation. An agency builds: automations, agents, software put into production. Many firms do a bit of both; the centre of gravity is in the deliverable. Slides without a priced backlog leave a second tender to open. Development without framing produces a tool nobody adopts.

Three quick filters. Is the need still vague (“what can AI do for us?”) or already named (“automate invoice processing”)? Who will then build what was recommended? Is the deliverable actionable — priorities, pricing, a first case ready to launch — or only educational?

Ten agencies, a factual landscape

Alphabetical on purpose. This is not a rank. Cities are the main registered office; several teams work across France. Sources: agency sites, registers (INSEE / Pappers), the trade press, and fee ranges published by La Fabrique du Net when those are cited.

Which kind of shop for which need

The useful question is not “who is best”. It is “who is equipped for this job”. The table below orients; it is not an award of market share, and Azinove does not win every row — that is the point.

The profiles, no podium

Each profile restates what the agency says about itself and what can be checked. Azinove speaks in the first person; the others, as peers.

Azinove — software and AI when reliability comes first

We are a SAS founded in Strasbourg in 2021. Our usual work: custom software, AI meant for production, cloud, data and application security. We run an in-house multi-model platform. The files that look most like us are those where a mistake is paid in safety or compliance — medical imaging and aviation sit among the public terrains — including outside France. We do not publish a rate card on the site.

Call us if the job is a system to hold, not a demonstration. The “SME in three weeks” position is less ours than that of automation integrators; we say so in order that the brief lands in the right place.

Datakeen — sovereignty on sensitive data

Paris. Datakeen made its name on KYC and anti-fraud, with a French sovereign-AI line and banking / insurance references. It is the landscape profile most clearly “regulated data”.

Useful as soon as sovereignty is a prerequisite. The historic core leans large financial accounts; an SME goes there mainly for that angle, not for a generic assistant.

Galadrim — the funded product, at scale

Founded in 2017, Paris, with sites in Nantes and Lyon. A development agency that grafted AI (generative, vision, agents, predictive) onto an engineering base. Public sources place the team between 130 and 170 people. Stated promise: full return of the source code. La Fabrique du Net estimates typical projects between €50,000 and €200,000; declared entry tickets sit between €10,000 and €20,000. Public portfolio: Clarins, Showroomprivé, Institut du Monde Arabe, the Ministry of the Armed Forces, La Poste, and younger MVPs.

The right reflex for a product aimed at the market, with the budget that goes with it. A weaker fit for an SME that first wants to automate three processes: the ticket and pace of a team this size are a different contract.

Hyperstack — data and no-code, use case first

Paris and Nantes. Hyperstack documents no-code, data and orchestration, with case studies presented as SME work. Part of the job overlaps automation integrators — it is a competitor, not a satellite.

A data case that is already concrete, to get out of the spreadsheet. The SME evidence on show helps judge the pitch.

IA Agency — generation and agents, no ERP graft

Paris, 2022. Stated speciality: custom generative AI, automation, agents, no-code, and visibility in answer engines. Client logos on both SME and industrial-group sides.

A first assistant, content generation, a simple agent — without opening the ERP hood. If the brief is “connect AI to Odoo”, that is a different job.

JAIKIN — process automation and ERP grafting

Another Strasbourg firm, active in France. JAIKIN presents itself as an AI-automation integrator (Odoo / ERP), training and GDPR / AI Act compliance, through an open-source orchestrator rather than an isolated POC. The agency publishes more than 130 projects delivered in total, a 5/5 Google rating, and named cases: DT INTERIM (about 2 FTEs redeployed, 13,000 emails a month), Kappeler (administrative time ÷3, +450% leads), Flyvbird (about 10 FTEs reallocated). Public grid: from €2,000. La Fabrique du Net places it among the “Proven” agencies in its 2026 panorama (delivery score 19/40) and first in its Strasbourg top 7. JAIKIN has also published its own agency comparison; that is not the text you are reading.

The brief “automate reminders / connect AI to Odoo / hold the AI Act” points here more than toward a generative studio or toward us. We treat them as a peer, not as the author of this page.

Koïno — framing, agents, a talent network

Paris. An AI & data consultancy, an agent studio, a network of several thousand freelancers. The agency says it addresses SMEs, mid-sized firms, startups and large groups, with public finance references.

When the need starts with “where do we begin” and may require standing up a team. The network’s strength is also the risk: write continuity of the people into the contract.

Nocode Factory — validate before industrialising

Paris, Lyon, Marseille. One of the most explicit SME positions: no-code / low-code automations augmented with AI, with projects that can start at a few thousand euros. A mix of client logos.

An excellent time-to-budget ratio for a targeted use. The limit appears when the need becomes real line-of-business software: that is when you hand over to custom work.

Product’IA — the west, without going through Paris

Angers. Custom AI products and agents, training for very-small and small-business leaders, an explicit regional footing. Useful as a reminder: capability is not monopolised by the Paris region.

A western leadership team that wants a nearby counterpart. Most agencies on this landscape work remotely; proximity remains a governance comfort.

Stema Partners — framing, without a studio

Paris, 2024. A consultancy, not a studio: AI diagnosis, operations optimisation, training. An SME / mid-market specialisation written in black and white.

Understand where AI helps, upskill the teams, before any code. A complement to a delivery agency, rarely a substitute if the need is already a system to ship.

Buyer questions

Should you look for “the best AI agency”?

No. The title has no meaning outside a use case. To automate processes or graft AI onto Odoo, an integrator of the JAIKIN type is the most coherent profile. For a product sold to third parties, Galadrim is the most established name on this landscape. Sensitive data / KYC: Datakeen. An exploration budget: Nocode Factory. Framing only: Stema Partners. A safety constraint (aviation, imaging): that is our ground. Agency size does not decide it.

What budget should you plan?

The public range is uneven. A no-code automation can start at a few thousand euros. JAIKIN shows an entry at €2,000. Galadrim, on the product side, is placed by La Fabrique du Net between €50,000 and €200,000, with declared entry tickets of €10,000 to €20,000. Azinove does not publish a grid. The sound reflex: qualify the expected ROI before thinking in fixed fees.

Does geographic proximity still matter?

Less than expertise, more than the pitch admits. Most teams work remotely. For leadership in eastern France, Azinove and JAIKIN are both in Strasbourg; for the west, Product’IA is in Angers; Nantes, Lyon and Marseille also appear on the landscape. That is a governance criterion, not an AI-model criterion.

How was this landscape put together?

By Azinove, as a buyer’s guide, not a league table. The ten names are agencies that address SMEs or mid-sized firms, outside the large CAC 40 consultancies. City, founding year, speciality, pricing and named clients appear only when they are public (sites, registers, press, La Fabrique du Net). No overall rank. JAIKIN appears as a peer — including because it publishes comparisons of its own — and not as the author of this page.

How does generative AI differ from automation?

The first writes or answers. The second moves information that is already in your tools. Agency skills do not overlap: a generativist is not an Odoo integrator. Deciding this point prevents half of the failed briefs.

Consultancy or agency: how do you choose?

A consultancy delivers a direction. An agency delivers a system. If the need is still “what should we do with AI”, Stema Partners or Koïno are the right first call. If the need is already a flow to automate or software to hold, go to a delivery team — JAIKIN, Galadrim, Nocode Factory or Azinove depending on the ground. The classic trap: paying for framing that opens no build.

What we take from this

There is no best AI agency in France, only a better fit to a brief. Galadrim holds the product aimed at the market. The no-code firms hold the entry ticket. The consultancies hold framing. JAIKIN holds automation connected to what already exists. Azinove holds the environments where reliability and the regulatory constraint weigh more than demo speed. The highest-return move is still to name the need — generate or integrate, frame or build — before choosing the shop.
